The American Heart Association is excited to announce that it is petitioning to be a highlighted charity in the State and University Employee Combined Appeal (SECA). SECA is a workplace giving campaign that allows Illinois state employees to donate to causes they care about in the communities where they live.
In order to qualify, the American Heart Association must obtain electronic signatures from Illinois state employees and annuitants.

Encourage co-workers and peers to sign the petition and help the American Heart Association become a SECA supported charity. Please note that any communication sent out on behalf of the American Heart Association should be conducted after business hours, per the Administrative Code Section 2650.20.
This campaign would provide the American Heart Association an opportunity to educate over 100,000 state employees and their families on the importance of taking care of their health and provide easy tools to lead a heart-healthy lifestyle. These additional funds will also help the organization continue to provide public health education, research funding, professional education/training and community services to the residents of Illinois and throughout the U.S.
The American Heart Association’s 2020 Impact Goal states “By 2020, to improve the cardiovascular health of all Americans by 20 % while reducing deaths from cardiovascular diseases and stroke by 20%.” In order to achieve this goal we must work together and renew our commitment to the organization’s mission. What is the State and University Employees Combined Appeal (SECA)?
Established in 1983, the State and University Employees Combined Appeal (SECA) is a workplace giving campaign that allows Illinois State Employees to donate to nearly 2,000 charities at local, state, national, and international levels. State employees have contributed more than $67 million to help improve our environment.
SECA provides all employees the opportunity to donate to the charitable causes of their choice to enhance the quality of life for all.
What is this Petition?
Under the Illinois Voluntary Deductions Act, the Illinois Comptroller is vested with the duty to qualify petitioning organizations under State and University Employees Combined Appeal. Charities that participate in SECA must complete a rigorous application process that includes obtaining signatures from current state employees.
This year, the American Heart Association is petitioning to be a charity listed in the Illinois State Employee Combined Appeal. In order to qualify, the American Heart Association must obtain 500 electronic signatures from Illinois state employees and annuitants.
Who is allowed to participate in this petition?
State of Illinois employees and/or annuitants are able and encouraged to sign this petition. The Voluntary Payroll Deduction Act of 1983, Section 5) b) states “Employee” means any regular officer or employee who receives salary or wages for personal services rendered to the State of Illinois, and includes an individual hired as an employee by contract with that individual.

Will the American Heart Association automatically start receiving donations from my paycheck if I sign this petition?
No, your signature only supports the AHA’s application to be an authorized charity in the SECA campaign. Payroll deduction elections for any of the charities occur by a separate process handled by the State in the fall.
Why does this petition ask for the last four digits of my social security number?
Section 2500.51 of the Illinois Administrative Code requires certain verification data from employees to be included in this document, including subsection b) 4): “The last four digits of the employee’s or annuitant’s Social Security number.” The AHA will submit the digits to the State for their use – confirming that petitioners are state employee and/or annuitant. The American Heart Association will not use or disclose them for any other purpose.
